The only Polish directories I am aware of that I have found so far are for Suwalki gubernia. Besids directories, the gazetteer Slownik Geograficzny..... (all 16 volumes) are also online.

Unfortunately, I was not involved with the translation of the 1915 edition of Vsia Vilna. Apparently, you have checked the work and found it to be unsatisfactory. I will alert others to the fact there are significant errors.
