Birth certificate for gawron

I am in need to get my grandfathers birth certificate. Does any know how I can obtain this. They town he was supposed to be born is Mlynowce but my polish contacts are unable to get it as the town says it’s not there and they have no records of him.
I really need this document. Anyone else have these issues
I seem to be at at dead end.
