I would really appreciate if someone could translate this marriage certificate, I am not sure if it is in Russian or Polish, in to English for me. It is the 2nd marriage of my 2nd great grandfather. It may contain some important information I need. Thank you in advance.

Robert Szwanke signed as Zwanke. Do I read it right?
"Tiszer" is written phonetically, too.
