I urgently need a certificate for my grandfather Joseph Kimmel, who was born in Warsaw between 1828 and 1830
His parents were named Ovadia and Tzvia

Indeed, this is his older sister Deborah, he also had a brother Moshe who was born in 1823 and I have the birth and death certificate
But I don't have the specific certificate of grandfather Yosef and that is very important to me.
The certificate of their mother's death states that he had another brother and sister that I have not found any traces of, Yaakov and Necha or the death of their father Ovadia

According to Szmul Kalman Wadiowicz's marriage certificate, he lived in Warsaw with relatives. His parents, however, lived in Opalin - presumably this Opalin (now Wyszniwka - Вишнівка - Vyshnivka):

Someone told me about Oplin in Ukraine, there was in the 1800 a village near Warsaw with the name Oplin, which today is part of Warsaw proper,
Is my need for birth certificates of Yosef, the son of Kalman Shmuel or his two brothers Nacha and Yaakov realistic to find?

Yes, I was confused by the phrase "in the town of Opalinie" - you may already know, but I'll write: here's the marriage certificate of Kalman's sister:

Chyba tu chodzi o nieistniejąca wieś Opaleń na północny zachód od Warszawy. Wieś ta widoczna jest na strych mapach.

If You need it for legal purpose - it is less that 100 years so you would need to apply directly at Register Office - Urząd Stanu Cywilnego w Warszawie. If you don’t have polish citizenship- best way to proceed - is to find a legal representative who will apply for certified copy of birth certificate:)
Or you ca ask polish family member with active Epuap and e-doręczenia inbox to apply on Your behalf. With standard application form you will need to fill another form-„pełnomocnictwo” power of attorney kind of form and pay additional fee ( last year it was 33pln for cert. Copy of birth/mariage/death certificate and 17pln for attorney’s).
If it is „just” to make a step forward with you family tree -as above you can rely on informations already provided by others.

To find traces of their siblings it is more tricky but possible:

Udostępnienie Informacji z Rejestru PESEL- download this form from USC website. Fill it and give them all informations You have, even if it is only gossip ect. Proceed with form same way like you would when applying for birth/marriage/death cert( I already explained how to do it).
It is long process. USC will find family members You are searching for. Then- if they have personnel residence in PL and address - they will send them signature required letter with information tha someone is trying to reach them. If You kindly ask in your form they will attach copy of your personal letter to them. They will have 14 days to respond to authorities and declare if they are happy to share their correspondence address with you. Then UM will send You letter with answer: if they found family and is they are okay to share those details. If yes- it will be there :)
